A vote to debate is not a vote to enact. The CLARITY Act's Sept 15 cloture hurdle needs 60 votes, requiring at least seven crossovers if all 53 Republicans support it.
My read: the terms of that coalition matter more than procedural momentum. Compromises on DeFi liability and stablecoin rewards could shape how useful any eventual regulatory clarity proves to be.
